Summary: NFPA 3000, 'Standard for an Active Shooter/Hostile Event Response (ASHER) Program' is the Provisional Standard issued to guide policy makers, first responders, and facility managers in being prepared for when an attack occurs. In this presentation Technical Committee member Tom Parrish will present an overview highlighting the scope and purpose of the standard. This includes a discussion about bringing together key stakeholders to develop and implement a program that reduces the risk and impact of these events and why the standard does not attempt to prescribe specific strategies or tactics that are best determined by facility managers and first responders. Participants will review the NFPA 3000 framework for program development which includes the three major phases of an event; Planning, Responding and Recovering.

Presenter: Tom Parrish has more than 25 years’ experience in fire protection and emergency response. He has held positions with municipal fire, law enforcement and emergency medical services and in private industry system design and installation programs. He serves on several NFPA technical committees including NFPA 72 Signaling Systems for the Protection of Life and Property and Emergency Communications Systems. He is a board member of AFAA and is a senior instructor for NFPA. His professional credentials include Level IV NICET Certified Fire Alarm Technician, Level III NICET Inspections and Testing, Certified Fire Protection Specialist and Master Electrician. He is board certified as a Physical Security Professional by ASIS and holds a bachelor’s in Industrial Technology from the Kean University.
